Systems Strengthening and Policy Influence

Systems Strengthening & Policy
At Third Alternative, we strengthen the systems that enable communities and institutions to deliver lasting results.
Our approach
Our approach

Systems built to sustain results

Across sectors, our approach focuses on building institutional capacity, improving decision-making through evidence and data, embedding sustainable financing and governance mechanisms, and ensuring that local actors have the ownership and capability to sustain progress long after external support has ended.
In practice

How we strengthen systems

DAWASA — Institutional performance

We are strengthening institutional performance systems within DAWASA: developing performance management frameworks, embedding monitoring and evaluation into routine operations, and introducing ICT-enabled dashboards for evidence-based decisions. By aligning incentives, enhancing staff capacity, and integrating performance reporting, we work to foster a culture of accountability and continuous improvement that can be sustained and scaled across the utility.

WaterAid — WASH Life Cycle Cost Analysis

With WaterAid Tanzania, we are strengthening the long-term sustainability of WASH services in healthcare facilities through a Life Cycle Cost Analysis approach — improving planning, budgeting, asset management, and financing systems so facilities and authorities can make informed decisions that ensure reliable, resilient, high-quality WASH services for years to come.

HROP — Climate Vulnerability & Capacity Assessment

Under the HROP initiative, we are building climate-resilience systems by integrating community knowledge with climate science and strengthening coordination among communities, local governments, and basin institutions. The process has produced locally owned Community Adaptation Plans and identified the institutional and policy reforms needed for inclusive, gender-responsive, sustainable adaptation at scale.

Together, these initiatives reflect our commitment to strengthening the institutions, systems, and partnerships that underpin resilient and locally led development.
