Lukas Kwezi is a Tanzanian water sector reform specialist and political economy analyst with over 19 years of experience shaping large-scale public sector transformation across East and Southern Africa. He has led and advised multi-million-dollar reform and service delivery programs funded by partners including USAID, FCDO/DFID, UNICEF, the World Bank, and national governments. Lukas has served as Chief of Party for USAID’s $25M Maji Safi Project and previously as Senior Responsible Officer for the UK’s $208M Rural Water Supply and Sanitation Programme in Tanzania. His work sits at the intersection of policy reform, institutional performance, financing, and accountability—supporting governments to move from reform design to politically informed, implementation-ready strategies.
Beyond technical delivery, Lukas specializes in navigating the political and institutional realities that determine whether reforms succeed or stall. He has facilitated high-level dialogue between governments and development partners, led strategic planning processes for national institutions, and designed performance management systems for public utilities such as DAWASA and RUWASA. With academic training in Water Resources Management from IHE Delft and Environmental Sciences from Sokoine University of Agriculture, he combines rigorous analysis with practical reform experience. Lukas writes and speaks on governance, state capability, and the political economy of public service delivery in Africa.

Hilda has extensive experience in midwifery, reproductive, maternal, child, and adolescent health programming. Her expertise includes leading research and advocacy projects and delivering effective programs that address the health needs of women, children, and young mothers. She has worked with prestigious organizations like the Tanzania Midwives Association, the Association of Gynecologists and Obstetricians in Tanzania, the Hope Center for Children, Girls, and Women, the Jakaya Mrisho Kikwete Foundation, and Health Promotion Tanzania.
Hilda identified opportunities for collaboration and elevated global health agendas through strategic partnerships with key health actors at national and global levels. Hilda is recognized for her strong interpersonal communication skills and her ability to articulate ideas clearly and effectively to colleagues and stakeholders.

He oversees the strategic design and management of programs, ensuring they align with organizational goals, maintain high quality, and produce measurable outcomes. He provides senior leadership to program teams and aids in growth and resource mobilization.
Beyond his professional work, Avit is highly regarded for his community service spirit, utilizing his professionalism, skills, talents, and resources to improve the well-being of others locally and internationally. He co-founded several entities and holds strategic roles in both for-profit and non-profit organizations. Cynthia Sifuni serves as a Project Assistant, providing integrated programmatic and institutional support to strengthen operational systems and ensure effective project implementation. Her role encompasses project coordination, stakeholder engagement, governance support, financial and administrative oversight, compliance with Tanzanian regulatory requirements, and structured management of external partnerships and service arrangements. She contributes to institutional development through documentation, reporting, framework preparation, digital platform coordination, communications support, and oversight of key organizational processes to promote accountability, efficiency, and sustainable performance.
She holds a Bachelor’s degree in Economics and Statistics from the University of Dar es Salaam. Cynthia brings strong analytical skills, attention to detail, and a results-oriented mindset to her work. She is passionate about project management and sustainable development, with a strong commitment to growth and continuous learning. Dedicated to excellence and teamwork, she strives to advance initiatives that create measurable and lasting impact.
